It sounds like the guy was just tired of having to wait through the processes, so an agent gave him a shortcut, but the shortcut happened to get him all the way into the system. I wonder if the guy that gave him the password lost his job too?

The guy may have only led him to secret files, etc. it clearly states he used some kind of software to crack the passwords. Reread the article.

With all the conspiracy theories about the Gov't, know wonder they're being targeted. Not that I am saying it is the right thing to do, though.
