Yes I get you now. I hadn't looked at it this way to be honest.

In my, maybe over simplistic, view I figured that the funding for an upgrade was only ever approved for the number of aircraft of a given type that is in front line service with an operational unit at the time (plus a few spares maybe) and that the fact that fewer aircraft are upgraded than were bought in the first place was a by product of them merely being in storage due to previous rounds of defence cuts and squadron disbandments. That was the angle from which I was approaching the subject.
