Are all nuclear weapons real ?

OK let me clarify. We know they exist. As we all know, America has used them twice, and they have been tested on many occasions by many countries. My question is how do we know that the weapon in the tube/bomb bay or whatever is real ? We would only find out if it ever had to be used, and that would mean that "we" would never know. Monies that are budgeted for our/your nuclear bombs could be spent on anything, perhaps something "they" can't admit to or justify.
Just a thought. Soz if it's been covered before.

Well thats technically what the IAEA is for but they aren't known for being the most efficient people on earth. Countries like Iran and the Democratic Peoples Republic of Korea benefit from the international community believing they have nukes or nuclear ambition, whether you like it or not they can exact concessions even from the US. (Otherwise we just invade them )
