Controlled Tornado Power Generation

A few days back on a show called Daily Planet (discovery channel) they talked about an engineer who devised a sort of controlled tornado power generation system.

I cannot seem to find the information (it may be on the websites of daily planet etc). I believe the man was from eastern Canada.

Basically (if my mind serves me right) the system operated by using steam and wind in a mixed system which led to a sustainable, controlled tornado used to generate electricity.

Once the tornado was going the man said they would shut off the steam and let it run on its own wind current.

The show contained video of his working models, which worked quite well.

Anyone have any opinions of this / more information? Thanks.
