Chinese police have been told they can no longer torture prisoners for confessions, state media reported yesterday.
Threats and deception are also banned, under the new public security ministry regulations. Any evidence obtained through their use will be
disregarded. The rules are part of a government attempt to lay down at least in theory the basics of a constitutional rule of law and to adopt more
liberal practices on social issues.
Every time a country besides Britain or America tries to develop their own constitution there is promptly a war or coup of some sort,or some
disastrous economical event....
