Titan has a thick layer of ice with water under it,making it very possible for there to be living organisms in the freezing water.So I wonder why we're wasting all of our time on Mars.

We are "wasting" our time there, because we know that it was once capable of holding life. With this known, it is possible we could find fossilized creatures there, and maybe even life! But yes, Titan and Europa (I think it's that one) are both high candidates. BTW, Titan is not covered in Ice, Europa is. Titan has it's own atmosphere and has Methane Oceans on it.
