Does President Bush negotiate with terrorists?

According to President Bush in his speech tonight all of the insurgents we are fighting in Iraq are terrorists. Recently it was confirmed by Defense Secretary Donald Rumsfeld that the US militiary was in talks with Iraqi insurgent leaders. So does this mean Bush is willing to ignore the long held US policy to not negotiate with terrorists or is he being less than honest when he calls all of the insurgents terrorists?
