My grandfather worked as a clerk at Minot Air Force Base at Minot, North Dakota in the 60's, and I asked him if he ever saw anything strange while working there. Other than seeing UFOs, he said that every Sunday, the clerks were taken to a room with ten typewriter stations to type up the Base Mission. He said that each clerk was to type a page, then another inconsecutive page from somewhere else in the mission, and so on. The entire time, they were monitored by their superiors. He said that they were made to type like this so that no one knew too much. If a clerk was to type even a few consecutive pages, they would know more than they were supposed to.

Obviously a conspiracy, but not one thats all that important.

It's called compartmentalisation and it's not a strange habit. I wouldn't be surprised if every dept that deals with sensitive information did it in a similiar way.
