Why can't we power cars with water/steam?

All you need to do is look why diesel-electric locomotives replaced steam locomotives and you'll have your answers. They even had gas turbine locomotives but those also had the same issues as steam.

People don't want trains running past their houses now, imagine if the locomotives were carrying around a reactor?

To get the power needed in even an area as large as a locomotive, would require weapons-grade enrichment. Not sure I'm comfortable with that.

Oh, and a lot of people next to a railway, the house was built before the railway came through. Just sayin'.
