Hospitals "consider" universal DNR for all Covid Patients

My spouse just told me about this after getting off shift at a major hospital. The article is being run in all the media as a trial balloon.

The reason for the "lock downs" is to give the government health-care entities a chance to build more facilities and bedspace before the wave of covids smothers every ICU in the country.

This is actually giving the doctors permission to withdraw care on the patients who look hopeless, and free up the bed (and ventilator) for one of the ones in the hallway

Wouldn't this contravene the Hippocratic oath?
Letting people die without intervening?
