That's conjecture, though. It's just as plausible, if not more plausible, that they simply don't have alliances with Western countries that require them to have the same level of compatibility with our systems or to exclusively purchase our products. It's not like they're in NATO.

And if the West was willing to sit back and allow the Saudis to attack Qatar over this S-400 purchase, then that just reinforces Qatar's need for non-Western equipment in the first place.
