I think that's the best idea - but not everything is magnetic. Some things might be dia-magnetic and actually get pushed away. You can't go around blasting things with lasers or heat rays because even a single atom becomes a projectile and causes micro-pitting on other space objects. Any time two pieces of debris collide and disintegrate, you'll get dozens of smaller bits of debris.

A fractal shape is the known to be the best way of achieving the highest surface area to volume. For trees and plants, this is the perfect way of catching dust and water. We need some kind of space tree or tumbleweed that could collect other bits of debris and grow into one giant moon. The larger the size, the greater the gravitation attraction.
