Video analysis programs - What do you recommend?

Hello again all. I will try to keep this short as I don't think this is a topic that requires a lot of discussion from me. I am looking for software that will allow me to check the levels of a moving object in a video and/or the assistance of someone who can. The software is my main goal. Once I learn it I can do it on my own.

www.youtube.com... - I am trying to see if the wheel chair in this video is leveled on all 4 wheels when the person come tumbling out.
