During observations at conjugate stations Siple, Antarctica, Roberval, Canada VLF noise bursts were found to be associated on a one-to-one basis with amplitude perturbations of subionospheric radio propagation.

It has a name! So they were catching 'whistlers' back then and noticed it. The OP makes it seem that they want to actually manipulate it with VLFs.

That would just be the trapped particles not the magnetic field itself. Well, that is better than screwing with the magnetic fields themselves! So most of my fear and dread are assuaged. YAY science!
