Help with Patch identification

Evening folks,
Just wondering if anyone can help point me in the right direction with identifying this patch.
My hunch is it has something to do with Big Safari, a complex E/W program developed primarily at Wright-Patterson, as well as STEEL PUMA.
It may be a stretch, but maybe even the Bird of Prey as well?
I put two photos up, the first color photo is a close up (pardon the quality), the second is an enhanced photo to help distinguish the Latin phrase underneath and the shapes. Unfortunately, I can't translate the inscription.

so it translates, roughly, as 'centre of excellence', but l have no idea why a panther. You could ask the ebay seller.

Many thanks MARONAK, I think the translation is some sort of "latin/pig latin" phrasing as in some other black op patches.
Abe Froman, CADS is definitely a path worth tracing. I think the first step is trying to figure out if any of the patch symbols designates a specific squadron.
Time to see what else I can dig up..

That is the Combat Aerial Delivery School, Little Rock AFB, AR.

I don't know why the panther is there.

There is also this need in the military to call every training base a "Center of Excellence".
