Looking for this place

Talking with a friend of mine we came over the subject of the following picture and we started wondering where this construction may be.
He would really like to visit the place since he is involved in a similar project but as usual information is prime and without it he doesn' know where to head to.

So he asked me and i said i will see what i can do.
