US Supreme Court Declines to Hear Petition on Internet Kill Switch

I remember during the post 9-11 invasion of Iraq, we actually shut down their internet and communications, it makes me wonder if this domestic 'kill switch' capability is under the military, local or state civic leaders, or law enforcement.
