They can petition for suit if they want but the constitution is aimed at the government to prevent infringement of the rights of citizens.

They were not citizens.

I know right! I've done the same and still in the same boat as you! This all comes from Reuters, the news outlet every other news outlets copy/pastes from.

So they're suing the US gov't and not the individuals?

That it happened yes. The CIA needs to shoulder some responsibility in helping compensate the innocents whos lives got destroyed.
