They already did such a ban in Canada, even though I kind of can't understand why since it would really improve their cardiovascularity of being forced to quit if the convicts a smoker. It just improving their stamina reallly.

It is nothing altruistic I assure you. It is due to cost. See a smoker will likely require more medical care over the course of a long term sentence with medications, exams and test, operations, not to mention dental work. It ads up for the state.

No.
You could however spare a thought for the people who work in prisons who's jobs will be made harder and more dangerous by this decision at a time when staffing levels and morale are on the decline.
