As anybody who has ever suffered through one of these checks will attest, they don't rush these things...and frankly removing some of the automation
from the process would actually improve the background checks with more "human" review. If they have some urgent need to authorize a new hire, the
agents assigned will simply have to manually search various databases and do some old fashioned investigation. No big deal, but what they will never
do is simply issue a fast "temporary security clearance" absent an actual check until the database is fixed. That is contrary to the entire premise of
background checks and simply doesn't happen.
