I was standing right there and witnessed the whole episode and shocked that they wouldn't cash a ssi or IRS treasury check

Does that mean you know the mans banking history?

Maybe it does have something to do with SSI or a treasury check but some how I doubt it.

Sometimes asking for a manager helps. Sometimes not. I've had employees/cashiers of businesses tell me some certain thing is impossible, it simply cannot be done, only to have a manager happily fulfill my request.

You do realize Walmart cashes both SSI and IRS checks? They run them through digitally.
