In a perfect world it would work like that. Or hell in a better world it would. Unfortunately it doesn't in this world.

In the last few years they have been caught multiple times fudging budget numbers to favor one program over another.

Sounds very similar with our Defence force with fixed wing vs helo types..One does not like the other and whoever is in charge of all three determines which arm is favoured..

My God it's like they want America to fail. I know we have our faults, but as soon as we stop sending aid and providing protection to half the world, all hell breaks loose.
