THE US has approached Foreign Minister Alexander Downer as a candidate to replace International Atomic Energy Agency head Mohamed ElBaradei.
But Mr Downer is believed to have refused to challenge Dr ElBaradei, who has headed the IAEA since 1997. The Bush administration now wants to remove
the Egyptian diplomat from the UN body.
The effort to oust Dr ElBaradei over claims he was too soft on Iraq and Iran is outlined in yesterday's Washington Post, which claims US intelligence
has been bugging his phone.
