Too Big To Jail: Wall Street Executives Unlikely To Face Criminal Charges

Why don't we federally prosecute the ones at the top. Don't worry they'll be replaced by new crooks, and then find them guilty of mismagement or something and then fine them a billion of dollars and stipulate they can never be the head of any corporation or money making function again? The money can go to pay down the debt.
