How amazing that would be... as long as it has the voice and attitude of a jewish grandmother.

When this is exposed to use it will without a doubt be misused. A searchable database on everything? Let's see. Who would gain?

All law enforcement (They could find anything they are looking for)
Investigators (legal or otherwise)
Insurance companies
Employment background research
Statistical analysis for any tactical assessments of public populations.

I can think of hundreds of ways of using the data. Most I don't think folks would like.

Even though the story in the paper is current it is actually about 12 months old. I have a friend who works as an analyst for GCHQ who told me this has already been working for at least 12 months. It's on what he called a rolling project? That's all.
