The more I look at it the more fake it looks.
It reminds me of a lot of those faked 'scandalous' leaked military/government reports that sometimes make the rounds at gun shows proclaiming all
sorts of doom and gloom scenarios. Someone goes to a lot of trouble to make it look authentic. Remember the George Bush absence from duty military
record (the Killian documents) that CBS got burned for reporting on? That one cost Dan Rather his job.
This fits right in with those. A fake document where a high-ranking person says something incendiary to the point of starting a war.
