yeah the U.S. govt cause the levee to break. because sombody accuses Bush to not fund for the levee upgrades back in 2001 and Bush could see in the future that a catastrophe like Katrina would help his ambition to blame on terrorists and invade another Islamic country that needs a can of a$$ whoopin.

Maybe, after the Huricane passed and the Levy system actually held up...as was the case the morning after...

then the government felt that causing everyone to evacuate the city, erroneously....

would lead to further problems down the line in case of an emergency and the need arose to evacuate...no one would take the govt seriously... unless...

Yes, funding may have been cut by the federal government for the levies.

But, was all the money being allocated for the levies upkeep being used on the levies for the past 20 to 40 years?

Local and State authorities "diverted" funds to essential programs to boost tourist income, and other perceptional needs.

Find me a state that ensures all federal allocation programs are utilizing the money and funds directly for what the money and funds were intended to be spent on.

point taken... which is exactly the state of affairs which was designed!
having a plethora of agencies, in different capacities, at different levels...
all stating that their particular mission was fufilled to the best of their ability

in that type of jumbled mix, no single culprit can be pinpointed...as every
agency & level of either Local, State, Federal government is involved in
helping/allowing a catastrophe to develop.

i guess President GW Bush, selected those FEMA directors because FEMA
was incorporated into the Departmentof Homeland Security...and was only to have a subservient role and to follow the orders of DHS.
Director Brown of FEMA may have behaved poorly in the N.O./Katrina aftermath....but wasn't he in the role of serving the Director of DHS?

unique flooding situations, and specialized solutions.

of interest is that the Dutch, increased the levee or seawall heights, during the last 25 years, from the nominal 25 ft equivelent to some places
with barriers/levees at 40ft equivelents today!
??Wonder why the Army Corps of Engineers hadn't revised (or did they)
the 12-18 ft levee heights?? considering the generally accepted view
that sea levels are rising and that Storm numbers/sizes/intensity/ferocity
are forecasted by a worldwide array of meterologists & scientists.

the resulting catastrophe was quietly allowed to happen
after all, it was just a matter of time of when N.O. would be hit.

Then, perhaps the terrorists did win something beyond the immediate goals of 9-11, because it forced us out of the fear they instilled within us to re-invent the wheel?
