So, new or just confirmation of what we've suspected scince the declaration of independance in 1776?

They're after power and money!

I read several stories during the Iraq 'rebuilding' period regarding shady contracting, rigged bidding procedures, no bidding procedures, etc. To me, it seemed like a pack of wild dogs after raw meat. There appeared to be no control environment or detail level internal controls whatsoever.

As an auditor who has reviewed and tested these types of procurement controls for several years, this whole time period over there was just appalling for the fraudulent activities that transpired.
