It was hovering over the houses about 200 yards. If it was a hobby plane, I've never seen one so big

This can happen in heavy wind, most often in small planes because they require lower airspeeds.

The plane doesn't stall because there is airflow around the wings. Like if you run on a conveyor belt into the opposite direction. If you match the speed of the conveyor belt, you are standing still relative to the surrounding while you run.
