I think the op is onto something. One massive highway from coast to coast with a steep decline (loops optional). Could even have solar powered elevator to get your car to the starting point. Zero emissions coast to coast gravity fuelled travel. Coasting coast to coast

I suppose the corollary to this would be the capitalist idea to make all roads go uphill? Think of the demand it would create for oil.

Why limit yourself to oil? Demand for any energy you can force people to need to buy.

Lets have an Affordable Fuel Act, and put a maximum limit of 5 MPG on vehicles as a form of market driven energy subsidy.
