Regime change is not a legitimate case for war to any country other than the US, and neither is human rights as both are entirely subjective rather than quantifiable. Even if a good claim for war could be established there's the China issue to deal with.

Just to play Devil's Advocate .. you do realize we can't declare war because technically we ARE at war. So we don't need any reason to declare war, a state of war already exists, technically. All we would have to do is offer a peace treaty, let him reject it, and then force it on him, technically.
