No taxation without representation

Text New York State, now has eleven vacant Assembly seats. Special elections IF they are held, will not happen until April. No taxation without representation being in the constitution. Does that mean, that the people living in those districts without proper representation do not have to pay their taxes?

You are represented by your US senator, US congressman, state senator and state congressman. You are represented. The public in Washington DC have a much more valid argument.
