Well when cloud seeding they have tried with varying degrees of effectiveness anything from 10 ppm to 500 ppm.

But that was seeding for rain fall.

What I do know is that the higher the level of particulate the higher the Albedo of the resulting cloud would be.

To be able to define volume requirements, there are two variables we do not have data on.

1. What particulate is being used

2. What concentration of said particulate is needed in ppm to form desired results.

We could attempt to narrow down the first variable by creating a list of particulates in order of their effectiveness verses there mass.

To give an answer on both the first and second variable you would need to conduct experiments to ascertain the minimum requirements to produce the desired effects.

You don't need to increase the humidity... only a particulate that would create a cloud from less humidity.

Think of it like this... Salt lowers the freezing point of water... the temperature maybe 0 degrees but the water remains a liquid.
