It hasn't been confirmed and this far in the future I'm not sure it will. But, it was introduced by Congressman Lindbergh as personal testimony. It doesn't mention players, nor families, which is I think what you are looking for. But obviously this relates to all banks, who commit fraud each and everyday. It's totally legal, that is, until we find out about it.
