I don't know about senile, but for a US politicians of such considerable length of service he is shockingly, almost unbelieveably gullible.

You can almost see his arms jerk when the strings are pulled.

Why are you doubting it? I have to laugh at you sometimes, Agent. There are German Navy vessels in the Black Sea and even visiting the port of Sevastopol. Yes even where the Russians stations their HQ for the Black Sea Fleet! Shock horror. The Germans ships are exercising with the Ukranian Navy on mine-countermeasures.
