Actually, video cameras do work in a similar way to our eyes. Try to get a camera focused on something static but close up while something is moving in the background and if it has auto-focus, it may well struggle to stay focused on what you want!
(Obviously it can depend on the make and model of camera and how it's been set up.) And also, if you do manage to focus on the near object, then the one in the background is blurry and if it's moving slowly then it's hard to detect the movement so well, even on the video.

Basically, it sounds to me like your eyes are doing fine. At least, they're doing pretty much what they ought to do.
