it's called red tides
"A population explosion of certain species of dinoflagellates, a kind of protozoan found in plankton. The dinoflagellates color the water red or reddish-brown and secrete a toxin that kills fish. Red tide usually occurs in warm coastal waters"

like they said already...probably a very natural explanation to this. people and their fairy tales of doom....

of course its not blood
but a extremely rare phenomenon that could be linked has a bad omen by religious people
this maybe happen before a big natural catastrophe .. it would explain a lot
a mix with gas and other mineral coming from deep down can produce such sighting
