Talks in Beijing on North Korea's nuclear weapons programme ended today with Pyongyang proclaiming to have made a secret offer to end the stand-off with the US.

Think it's just another meaningless proposal?

Sounds like the US made clear that if North Korea continiues what it is doing it will give Japan access to nuclear technology.

oh yeah ... Let's give Japan nuclear weapon's so the can get they're revenge on us for bombing them twice with nuke's. Now wouldn't that just be lovely?

Actually the Japanese likely already have nuclear technology.

Japan certainly has the technilogical experience to make such weapons, and they already have a full grown nuclear power industry, therefore experience dealing with fissionables, and likely a great deal of this technology is "dual use".

Experts have few doubts that some non-nuclear nations could quickly arm themselves if they felt threatened. Japan has tons of plutonium from its spent reactor fuel and can already reprocess on a small scale. It is building a much larger reprocessing capability to create more reactor fuel, but politicians there have discussed whether it's time to start a nuclear weapons program. Other countries are assumed to be years away but would be likely to accelerate their programs if their neighbors got the bomb

And interestingly, there is an article from a few months ago that Japan was missing as much as 200 kg of plutonium, lost during fuel reprocessing... gee, I wonder where that went?

Actually its slightly unrealistic to believe that Japan has not had the capacity to develop nuclear weapons for quite some time.

Japan could possibly produce functional nuclear weapons in as little as a year's time. On the strength of its nuclear industry, and its stockpile of weapons-useable plutonium, Japan in some respects considers itself, and is treated by others as, as a virtual nuclear weapons state.

Also, Japan has a thriving space/rocket industry for putting up sattelites that could easily be converted to some extremely capable ICBMs (MX level ICBM's or better)
