like 9 11 agency's in the US government knew an attack was imminent. but not where.

but like 9 11 the agencies did not talk to each other.

Pearl Harbor happened for the same reason.

No evidence has ever emerged that FDR knew that Pearl Harbour was going to be attacked. And as a former Navy Secretary FDR would never have risked those battleships. It was thought to be far more likely that the Philippines would be attacked.
