The VA Quake and what made me think of what is missing

The earth quakes. The ordinary citizens and staff are caught off guard.
Everyone without the proper credentials exits.

The Whitehouse.
The Capitol Building.
The Pentagon.

What is missing? Accountability for what is happening inside the buildings by those who are instructed not to leave.
The same thing happened on 9/11/01.

Ritual is a bit confining. I'm more curious about what could be changed, altered, removed while the average public servant has left the building to the esoteric, those with high enough security clearance and knowledge, those who know where Uncle Sam hide the proverbial shotgun, liquor and nudie mags.
