Of course it would be Florida that does this. Did they ask for permission from each and every individual to do this? Well, Im sure you already know the answer to that.

The companies they sold the information to were
Acxiom Information Securities Service, Inc., Choice Point, E-Funds, Explore Information Services, LexisNexis, Line Barge, Goggan, Blair, & Simpson, Inc., SC Services, ShadowSoft, TLO LLC, and West Services Inc.

I guess this was in the residents best interests right?

The state isn't allowed to sell driver information to the general public -- the people who buy the data do that.

In England we have data protection.
In the US you only have laws against the people.

well...it sounds like florida just bought itself one big lawsuit....let's see....sale of private information (without consent)...intentionally putting all residents at risk for identity theft...invasion of privacy...abuse and misuse of private information...i'm sure there's a lot more the state of florida can get nailed for...not cool, florida...the ACLU will be beating on your door, real soon...so much for privacy...welcome to the united states of communism

Apparently, it's been done and a judge rejected it.

A group of Florida citizens sued to shut down the state’s deal with ShadowSoft. This spring, a judge ruled that the sale of driver’s license information is legal and does not violate the Drivers’ Privacy Protection Act. The lawyer who filed the lawsuit tells the I-Team right now, there are no plans to appeal
