It's a ballistics cage for testing weapons and explosives. They hang sheets of various materials that have known thicknesses and density levels. When the explosive or weapon is detonated, they can see where the shrapnel goes, and then measure it's velocity by seeing how deeply it penetrates the materials. This is how they test the effectiveness of the weapon and/or explosive. Weapons testing is mainly what they do at Dugway.

It is a test/observation facility of some type. It does resemble a FLR-9 HFDF antenna, which is ~1,450' in diameter.

This Dugway structure is not an antenna. The giveaway is the presence of four large (50' or so) light towers just outside the ~320' diameter circle of approx 80 vertical masts. Look closely at the four masts and their shadows, and you'll see they are light towers similar to what you see at high school football fields, but with steel skeleton masts.

Inside the circle of the 80 vertical masts on the east side is an elevated platform (see the legs in the shadow imagery?), probably the place where various optical, IR, and electronic sensors are mounted to observe and record the activities underway. There also appears to be a grid of concrete monuments/markers in the ground in 8' increments. This dimension becomes larger farther from the center. These markers are probably indexed with unique identifiers to allow accurate placement of test materiel and allow accurate location of post-test materiel.

All of this is easily seen in GE imagery. Cheers and happy new year to all!

Any number of things that can be affected by weather conditions such as gases, liquid and solid aerosols, powders, etc. No testing on live animals...strictly to examine how temperature, humidity, winds, etc., affect dispersal (concentration) and persistence, and how those two properties can be improved by making changes to the recipes.
