This thread title is taken directly from Bloomberg news.

“The world needs a bumper crop in all grains from the U.S. and from Europe and from Canada or we are in trouble,” Dennis Gartman, an economist and author of The Gartman Letter, said today by e-mail. “The winter wheat crop here is in trouble, and the spring wheat crop in the Dakotas and the Canadian prairies may be very badly delayed and therefore in jeopardy.”

bloomber/ grains may suffer

The article goes on to discuss how food prices caused riots in Egypt.

It has sections on: "Inciting Riots", "Tipping Point", and "Global Stock Piles".

It does conclude on a positive note though . . .

“If a decent amount of rain does arrive in the coming days and weeks, the impact could be smaller."

So the reader may be asking, why post this here?
Besides warning people or causing panic where is the conspiracy, what is there to discuss.
I'm glad you asked.

Cause the EU has a plan for this.
Here is a link to the page.

ACT
Commission Communication of 18 July 2007: “Addressing the challenge of water scarcity and droughts in the European Union” [COM(2007) 414 final – Not published in the Official Journal].

What I find interesting in this documentation are the hints of governement determined price fixing. This is not stated overtly, but here is a quote.

Member States must set the right price for water

There are links on the page to something called the Water Framework Directive.

So I'm asking for input.
Does anyone have any idea what this plan means.
Is someone going to make a killing off of an EU drought.
For those of us living in Europe, has water conservation already started?
