Japan just avoided a huge dose of Iodine-131. The levels were max on the chart. Everyday it gets worse and worse.
Will there be a huge spike in cancer rates within the next within the next 10 years?

These are computer generated simulations, not recorded data. As the website you linked to clearly says...

Didnt the fact that the dates shown were into the future give you any clue?

Also "max on the chart" is (if you bother to look) "43e+03", or 43000 Bq/m2.
While not 'normal', it certainly isnt worth posting a new thread about.
