The way you can tell where the Radiation is coming from is through isotopes...so, she is missing something

The medicine, iodine 131, is a proven cancer fighter. But it's also radioactive, and in higher doses, can cause cancer.

It's a dosage issue, a little bit might help cure cancer, a higher dose might cause cancer.
It's not that complicated.

It's not like you can fake a 9.0 Earthquake and the large tsunami as part of a conspiracy.
