I don't know. He actually bought the ammo in Marana, AZ; which is only a few blocks away from Santa Catalina Natural Area. It seems reasonable to me that a Fish & Game officer would be in the area and at 7:30 in the morning, the officer would likely be heading to work or heading to town for some breakfast.

Seriously, if Loughner was on a watch list and had just purchased ammo, then I think he would have had his vehicle searched. However, there is always the possibility that your reasoning is correct. I doubt we will ever know for certain.
