Images gathered from US satellites indicate that work is under way at the same site where Pyongyang carried out its first two atomic tests, in 2006 and 2009.
The Chosun Ilbo newspaper reported that surveillance has detected activity at the site in the northeastern province of North Hamgyong, including work to restore tunnels that were destroyed in the first two test blasts.
