Well I went for it, this is what I got:

You are accessing a U.S Government (USG) Information System (IS) that is provided for USG. By using this IS (which includes any device attached to this IS), you consent to the following conditions:

The USG routinely intercepts and monitors communications on this IS for purposes including, but not limited to, penetration testing, COMSEC monitoring, network operations and defense, personnel misconduct (PM), law enforcement (LE), and counter-intelligence (CI) investigations.

At any time, the USG may inspect and seize data stored on this IS. Communications using, or data stored on, this IS are not private, are subject to routine monitoring, interception, and search, and may be disclosed or used for any USG-authorized purpose. This IS includes security measures (e.g., authorization and access controls) to protect USG interests--not for your personal benefit or privacy.

Notwithstanding the above, using this IS does not constitute consent to PM, LE or CI investigative searching or monitoring of the content of privileged communications, or work product, related to personal representation or services by attorneys, pyschotherapists, or clergy, and their assistants. Such communications and work product are private and confidential.

I'm too scared to even go that far, I'll sit high up in the tree, clutching a rock to throw at the scary while all the young males and kids poke it with sticks and stuff.

Hrmm, it seems to me to be a gov test dummy site.

No valid certificate, a disclaimer that it is used to such purposes etc.

Why not?

Don't hack it if you aren't with the usgov. ?! Or do hack it and gloat how easy it was !!

I've been through the hole sitemap for the OP page and cannot find anything listed with the same sub page name. I'm thinking ya'll might be backdooring into a government site.

Oh and on their main page they list "cybercrime", as something they deal with.

Just a heads up.

The main site is public, not sure about the non www one however. They are both owned by the same place however, and as it states

You are accessing a U.S Government (USG) Information System (IS) that is provided for USG

The USG routinely intercepts and monitors communications on this IS for purposes including, but not limited to, penetration testing

network operations and defense

It kinda says to me that they are aware of it as used as an area for testing, but will not limit it to internal concept of attack and blatantly state that Anyone who accesses it will be considered accessing a real and live server.

That's just my take on it. I dont see it as secret. More a dude standing at arms at a gate with a sign saying DO NOT ENTER, while he's just wearing flip flops, a Hawaiian shirt and a fancy hat.

I would stay off that website if I were you. It seems like by simply visiting that website and forming a connection with their server, that gives them permission to perform security tests on (hack into) your PC and all sorts of other crap.

"Poke it with sticks and stuff"
- That's funny. I won't go to a site that has any kind of warning, either. Once, I stumbled onto one by accident and it still scares me to this day.
