Well to start, if I where charged a fee to put out my house fire, I would send them a bill for water damage.
Seriously though, I would.
I understand that budgets need to be met. There is only so much money to be had by all areas of any government. (I know, except Fed Gov't.) Why not
cut the budget with volunteers? It works in my township of 25,000. Most of my county has volunteer firefighters. In fact one local fire dept. was cut
off from funding by the town for 2 or 3 years. They got by using donations and appealing to the community.
I'm just saying, shrink the paid firefighters by 2 or 3 a shift and try to get 30 to 50 volunteers to donate time when available.
The City of New Castle boasts a career department with 28 full time firefighters. The department operates with three shifts comprised of nine
personnel including; a Battalion Chief, a Captain, a Lieutenant, three Engineers, and three fireground specialists. These firefighters are housed in
three fire stations throughout the city. Each shift is 24 hours long starting at 7:00 AM and ending at 7:00 AM the next morning.

ETA: Many people take pride in their community. Donating your time to help your friends, family and town/city are a great way of showing that you care
about where you live.
BTW, I know a guy who has had a few spats with his local fire dept. and he swears up and down that if his house ever catches up he will not allow the
fire dept. on his property. He claims he'll use a garden hose to put it out.
