It appears to be an FTP site for symantec virus definition updates. I don't think it is anything out of the ordinary. However, the only two folders that work are the "etc" and "public" folders. However, that in itself is not out of the ordinary I don't think....many FTP sites are password/otherwise protected.

nothing out of the ordinary. lots of large companies have open/public ftp sites. Just symantics ftp site is all.

Just symantec's ftp site containing their public software. Probably also used by the automatic-update function on their antivirus/security software.
